New Obamacare proposal leaves mandates and subsidies in. Mandates are now paid directly to insurance companies, and subsidies are tax credits, but tax credits effect only those who pay taxes. Huge gap not yet but soon to be filled by Republicans.

Added to Obamacare is more government interference. Obamacare 1 had soft mandates and generous subsidies. Obamacare 2 has harder mandates and a more strict and onerous set of new regulations.
